To encourage the early submission of manifest by Shipping Agents, the Saudi Customs Department encourages Marine Agents to submit the manifest header 48 hours before vessel arrival. In the manifest header submission, Marine Agent provides information of the vessel, route and declares the B/L agents.
To create an import manifest
1. Open the Create page. (SAUDIEDI >> Manifest>> Create)

2. Enter the information in the Reference Details fields.
Field | Description |
Manifest Number | Enter the manifest number. |
Manifest Date | Enter the manifest date. Select the manifest date using the calendar icon. |
Manifest Type | Select the manifest type form the drop down list (e.g., IMPORT, EXPORT, etc). |
3. Enter the information in the Vessel Details fields.

Port of Discharge | Enter
the port or select the port of discharge using the selection

Port of Discharge Type | Select the port of discharge type from the drop down list (e.g., Sea Exit, Land Exit, etc). |
Vessel Name | Enter the vessel name in English. |
Voyage No. | Enter the voyage number. |
Vessel Arabic Name | Enter the vessel name in Arabic. |
Vessel Nationality | Enter
the vessel nationality using the selection ![]() |
Vessel Llyod No | Enter the vessel identification number. |
ETA | Enter the estimated date of arrival. |
ETD | Enter the estimated date of departure. |
ETA Time | Enter the estimated time of arrival. |
ETD Time | Enter the estimated time of departure. |
Discharge Date | Enter
the vessel discharge date using the calendar ![]() |
No. of Crew/ passengers | Enter the number of crew or passengers. |
Total no of B/Ls | Enter the total number of bills of lading in the manifest. |
Total Containers | Enter the total number of containers in the manifest. |
Remarks | Enter the remarks of the vessel. |
Validations Rules for Header
1. Manifest type must in the list specified in the message specification.
2. ETA must be earlier than ETD, and Discharge date must within ETA and ETD
3. ‘Tanker Gross Weight’, ‘Tanker Net Weight’,
‘Captain Name’ and ‘Captain Arabic
Name’ are mandatory if manifest type is ‘OIL’.
For all other manifest types, these
fields should be empty.
4. Vessel Nationality must be a valid country code in ISO-3166.s
5. Port of Discharge must be a valid UNLOCODE.
6. Port of Discharge type must be listed in Manifest Message Specification.
7. Marine agent license number (PA license number) must be a valid license no.
8. Customs Marine agent license number (Customs
license number) must be a valid
customs shipping agent number.
9. Total number of B/L must be the same as the number of B/L records.
10. Total number of container must be the same as the number of container records.
11. If number of container is 0 (zero), B/L shipment type must be:
· 4 – No container
· 6 – Vehicles
· 9 – Direct discharge shipment
12. Total Number of B/L and Containers in header must equal to the assigned.
13. Assigned Bills cannot be equals to zero.
14. Actual Bill size must be equals to Assigned Bill Size if there is bill.
15. Actual Container Size must be equals to Assigned
Container Size if there is
container.
16. Duplicate manifest records -- On a ETA day,
no more than one manifest with the
same vessel name is allow.
